The funny part is that this message does not come up if you execute
the same thing under the graphviz/bin directory. So it seems to me that
the layout programs (also happens with neato and the rest of them) have
not been compiled with relative paths so that even if windows knows where
to run the program, the program doesn't know where to find its files. This
of course means that I can't fix the problem locally by adding a windows
path. I have to run c:\program files\att\graphviz\bin\dot every time.

In my case, the problem turned out to be a different version of Dot.exe, which was already in my path, and didn't support PNG.
The other version of dot was installed as part of Matlab, and is installed by default at the location C:\MATLAB7\bin\win32\dot.exe
Renaming the other version of the file or rearranging the order of the directories in the PATH environment variable solves the problem.
