Summary0000497: Bad image centering with some formats

When creating bitmap files (-Tpng, -Tjpg, ...) image is not centered
whereas it centers correctly when the export format is svg.

The png file is not being centered in the cluster and/or node. This
is not a problem with center=true. In particular, note that the
center=true in the cluster has no effect.

The problem is that DevScale is not initialized when gd_user_shape_size
is called in poly_init. As with fonts, this relies on having an appropriate
DPI value despite not having an associated GVC_t structure.

Actually, even when DevScale is initialized, the image is scaled up to
it the smaller dimension, and anchored on the upper left corner. It has been
changed to now be centered, but we might consider allowing the user to
keep a fixed size and/or putting a margin around the image.
