Summary0000445: Possible problem with overlap=scale
Description

Using overlap=scale results in huge layouts.
All node/edge positions remain proportional,
but they always get scaled up way too much.
I have not had this problem in version 1.12
(using Pixelglow's MAC OS X build of 1.12,
and also using our own linux and solaris builds of 1.12)
I've never done a build of 1.13 myself so I can't say
whether this problem is specific to Pixelglow's MAC OS X
build of 1.13 or whether it is more general.
The dot output that I am including was created
by running neato -Tdot in.dot -o out.dot
If overlap=scale is present in the in.dot file,
the layout is always way too large, and if
overlap=scale is removed from the in.dot file,
the layout is correct (small like it should be)
