Summary0000281: Output different in neato xdot format with and without the -Gpack option

Output is different in neato xdot format with and without the -Gpack
option. More precisely, a number of edge parameters, such as style,
color, arrowsize, arrowhead, headURL, arrowtail, and tailURL, are
missing in the subgraphs.
Steps To Reproduce

Additional Information

[erg] This is a problem in libgraph. Simply reading and writing the
graph TEST {
  edge [ color=red ]
  subgraph X {
loses the edge attribute. If the INAD node declaration is removed,
the problem goes away.

There are 2 interrelated problems here. First, attribute declarations
occurring after a node, subgraph, or edge declaration were not using
the given default value. Second, during writing, the differencing of
default attribute values was not being handled
