Summary0000264: windows build of dot ignores "ordering=out" graph attribute
Description

I downloaded the 1.10 build of graphviz and noticed that dot
seems to ignore the "ordering=out" graph attribute. To replicate
this problem, run dot or dotty on the sample graph grammar.dot that
is included in the distribution.

Maintaining ordering of output graphs is a critical feature for
me. This seems to work fine on the Linux build of graphviz that
I tried.
