Steps To ReproduceOn RHEL:
# wget http://www.graphviz.org/graphviz-rhel.repo [^]
# cp graphviz-rhel.repo /etc/yum.repos.d
# yum install graphviz-plugins-gd
 [...]

Trying other mirror.
Additional Information
I attempted to run
    yum --enablerepo=graphviz-stable clean metadata
but it did not make a difference.

Does; "yum clean all" make it work any better?

I don't understand this issue. There doesn't seem to be anything wrong with the rpm.

Maybe try:
    yum --enablerepo=graphviz-stable --enablerepo=graphviz-snapshot clean all

Or maybe manually work-around it:
    wget http://www.graphviz.org/pub/graphviz/stable/redhat/el7Server/x86_64/os/gts-0.7.6-21.20111025.el7.x86_64.rpm [^]
    sudo rpm -Uvh gts-0.7.6-21.20111025.el7.x86_64.rpm

Well that was interesting.

The rpm had a failed dependency, libnetpbm.so.11()(64bit), which I installed with:
    yum install netpbm

After that the manual work-around solved the problem.
