Right after I filed this I found the other related issues (or recent issues) around arrowhead and discovered that arrowtail=open will work for this case.

Also the file that I have attached would be a good example for someone trying
to create a sports bracket. At least I think it might be a good example,
I'm new to graphviz.

The use of arrows is a bit complex. The dir attribute specifies which ends of the edge receive arrows, and the arrowtail and arrowhead attributes specify the shape of the arrows. If you are comfortable, I will close this bug report.
