Summary0000213: problem drawing self-edge on octagon with neato

In some (but not all cases), a self-edge drawn on an node with an octagon shape points to (ends at) the center of the node rather than to the shape itself. Other self-edges on octagon nodes in the same draph may be correctly drawn. The problem disappears when the shape of the node is changed to ellipse.

Moreover, PNG rendering may differ from PS rendering. In PS, out of the 2 self-edges on an octagon node, one is OK and one is not. In PNG, the two edges point to the center of the node.

(the problem was present in 1.8.9 already)
