Graphviz layered drawing as specified here:
is not supported by dot, neato and fdp for the output formats PNG, SVG, PDF etcetera.
Please implement this in such a way that the following issue:
can be closed because layering should also be applicable for clusters.
Fixing this issue will enhance the output of graphviz because edges will not run over nodes and obscuring their labels. Also being able to control nodes and edges in which layer they are presented for these output formats, will improve the quality of the graphs in general.

The problem is how to do this. Layers requires multiple pages in the output file and this usually isn't provided for bitmap output. For PDF, we are at the mercy of the cairo renderer. On the other hand, use you can use -Tps2 and then convert the PostScript to PDF, which will give you layers. As for SVG, going through cairo is still a problem but we could do something in the core SVG renderer if you can suggest the appropriate mechanism.
Actually, I would like to see the layer mechanism changed to drop the different colors per layer, or make it an option.
