Summary0001569: Cluster bgcolor and pencolor seem not to work at the same time
Description



I introduced subgraphs and wanted to style them matching the rest of
the graph. For this I set the bgcolor and pencolor attributes for
the subgraph. The cluster however will only get a red background.
If I omit the pencolor it will get the blue filling. I assume this
is not the desired behavior, but rather the graph above should
produce a blue filled cluster with a red border.
Steps To Reproduce

                graph [pencolor="#ff0000", bgcolor="#0000ff"];
