Summary0001535: Lost edges when using contraints
Description

This simple graph is missing the edge from C->A:
<CD>
digraph G {
A->B [constraint=false];
C->A [constraint=false];
}
</CD>

Note that this is the simplest case of the issue I have found.
This came from a much larger graph in which the bug loses many of my graph's edges.

I also tried this on the Mac OS X version of GraphVis (2.20.3) and the same incorrect graph is produced.
Steps To Reproduce

digraph G {
A->B [constraint=false];
C->A [constraint=false];
}
