|Summary||0001529: webdot make install failure on case-insensitive file system|
webdot's "make install" fails with this message:
make: `install' is up to date.
The reason is that I am on Mac OS X with its default case-insensitive
filesystem, and there is already a file in the same directory as the
Makefile called "INSTALL", and it is that file that "make" thinks I'm
trying to make.

The solution is to add 'install' as a phony target. Graphviz already
does this, for example, and it is a best practice anyway. Add this to
.PHONY: all genfiles install uninstall distdir dist clean
