Summary0001230: Installation fails on partially locked down machine

I cannot install to C:\Program Files (no access).

I can install to my own user directory.

When I attempt to do so, the following happens:
(a) Creates install directory ok
(b) "Invalid Start Menu Folder Name or Access Denied!"
<Respond with OK>
(c) "Invalid Start Menu Folder Name or Access Denied!"
<Respond with OK again>
(d) Copies files to install directoy ok
(e) Reports successful installation
(f) Attempting to run dot from the DOS prompt results in
"The system cannot execute the specified program."
(g) Attempting to run dot using Start/Run results in
"The application has failed to start because the application configuration is incorrect. Reinstalling the application may fix the problem."
(h) No program which requires dot (eg. IsaViz) can successfully use it
Additional Information

[arif] This is a common problem that we have experienced a lot lately. Graphviz
binaries depend on few Visual Studio DLLs. We are trying to find a way to
remove those dependencies from graphviz's win32 package. Please click the
link below, download and install the package. This should get graphviz
executables work. [^]
