Version: dot - Graphviz version 2.16 (Mon Nov 19 14:33:28 UTC 2007)
It was OK with 2.8, but does not work in 2.12 and 2.16 (Debian packages) and 2.16 from source
Steps To Reproduce

digraph PGV_Graph {
edge [ style=solid, arrowhead=normal arrowtail=none];
node [ shape=plaintext];
I1 [ label=<<TABLE BORDER="0" CELLBORDER="1" CELLPADDING="2" CELLSPACING="0" BGCOLOR="#F0F0F0"><TR><TD ROWSPAN="2" CELLPADDING="1" PORT="pic" WIDTH="50" HEIGHT="60" FIXEDSIZE="true"><IMG SCALE="true" SRC="/somewhere/somedir/pic.jpg" /></TD></TR></TABLE>>];
Additional Information

[ellson] The problem is because we have moved the default -Tpng renderer to cairo so as to get the better quality
anti-aliased line drawings, but we don't have a jpg->cairo image loader.

The workaround, which will get you the same quality as you had before, is to use: -Tpng:gd

Alternatively, you could convert your images to png format which is supported by the cairo imageloader.
